Can I activate a PW ability in response to them taking damage.

Ex.

{Blistercoil Weird} attacks free, I -3 from {Liliana of the Dark Realms} and pump him?

Or does that to be Main Phase?

Planeswalker abilities are played at sorcery speed, so the stack must be empty for them to be activated. You cannot play them in response to anything.
